Insight
VCAT stands as a vital pillar of the Victorian justice system, yet it faced a critical strategic crossroad. While the organisation was internally committed to its ‘Towards Excellence’ transformation strategy, its outward brand remained ‘staid,’ appearing daunting, impersonal and overly bureaucratic to the very people it served. Our challenge was to bridge this gap, overriding a long-standing legacy to signal a new era of accessibility, efficiency and performance. To unify a diverse internal culture and reconnect with the public, VCAT required a brand that didn’t just look like a court, but felt like a dynamic, human-centered ecosystem.
Creative Vision
Following extensive stakeholder discovery, the strategy centred on a singular ‘unifying motivator’, Empowering Victorians with a clear way forward. This strategic platform became the brand’s North Star for a modern, scalable identity system. We moved away from cold, legalistic aesthetics toward a interchangeable design language that balances authority with approachability.
A contemporary visual identity was designed to drive brand unity across diverse services, divisions and stakeholders’ needs. The new system prioritises accessibility and distinctiveness, ensuring the tribunal is immediately recognisable as a trusted authority without appearing like a traditional court. VCAT’s bold vision, ‘Towards Excellence’ coupled with the evolved brand positioning (A clear way forward for every Victorian) was brought to life through a modular, flexible and dynamic design language that represents a future-focused organisation that is moving with the times.
By understanding of the diversity in backgrounds, experiences and needs of the community VCAT serves, an agnostic colour system, inspired by the Victorian landscape provides the flexibility to reflect a modern VCAT that listens, responds, resolves and empowers Victorians

Impact
The revitalised VCAT brand acts as a powerful tool for internal alignment, motivating the team and fostering pride through professional, renewed corporate templates. By shifting the focus to a ‘people-first’ tribunal that listens and resolves, the rebrand successfully unifies all stakeholders under a shared commitment to service excellence.
The new visual and verbal platform does more than refresh an aesthetic; it empowers VCAT to guide and educate Victorians with confidence, reinforcing its position as a modern institution dedicated to equal and accessible justice.
